tutorial is purely coincidental.
I am using the art of Rebecca Sinz using her tube Phoenix.

Plugins: 
Mura's Meister Copies
Xero Radiance

Template By Me Here

Open up the template I have provided.
Hold down Shift D buttons to duplicate it & close the 
original template file. 

Select the black fill layer & fill it with a color from your tube.
Copy & paste your tube of choice as a new layer above the 
black layer. Resize 75% if needed. 

Select the plugin Mura's Meister Copies: Wallpaper rotate
with default settings. Apply the plugin to the tube layer.
Select the white border layer of the template in the 
layers palette of your psp. 

Then, select the magic wand tool in your psp. Make sure it
set to Replace with Tolerance 20 Feather 0 Anti-alias unchecked.
Click inside the white layer. Selections - modify - expand by 2.
Selections - Invert & then select the layer you just applied the wallpaper too.
Press delete. Select none.

Go to Adjust - Blur - Gaussian 8.00 & apply to the same layer.
Duplicate the layer. On the copy layer, apply Xero Radiance
with settings: Strangeness 79, Charm 173, Truth 220 & Beauty 232.
Change the blend mode to Overlay.

Copy & paste your tube as a new layer under the white layer. 
For the tube I am using, I chose 
the one with the Phoenix for this layer. Resize 65% or as needed. I 
did mirror the tube but that is optional. Position inside the white layer
as wanted. 

Select the white layer in your layer palette. Select your magic wand tool
& click inside the white layer. Selections - Modify - Expand by 2.
Select the tube layer in the layer palette. Press delete. Select none.
Change the blend mode on this layer to Soft Light. Duplicate 
the layer once & merge the two tube layers.

Add a drop shadow of choice to both the white & the previous tube layer.

Choose your font tool. Select a font of choice. I chose the size 28 for my mine & the color black. Type out a single word on your tag. 
I chose the word Phoenix for my tag. Convert to raster layer.
Make sure this layer is below the tube layer.
Repeat the above steps with the magic wand to eliminate wording
outside of the flame shape. Change the blend mode on the wording layer to Soft Light.

Copy & paste your tube again. Make sure it is under the white layer of the template. I resized mine by 70% but that may vary for you depending on tube.
I did position mine on the left side of the frame this time. Now, select the white layer in the layer palette. With your magic wand tool, click inside the layer.
Selections - modify - expand by 2. Select the new tube layer in the layer palette. 
Selections - invert & press delete on the tube layer. Select none.

Apply Xero Porcelain plugin with default settings to the layer.
Add a drop shadow of choice to it.

Now to do the background of the tag. Right click on your tag & 
copy merged. Paste as a new layer. Move this layer to behind all of
the tag layers. Move just slightly to the right.
Adjust - Blur - Gaussian 8.00. Ta'Da background on tag.

Merge all the layers of the tag together. Crop to desired size.
Add artist copyright & a name to the tag.
