tutorial is purely coincidental.
I am using the art of Rebecca Sinz 
using her tube Transitions.

Plugins: 
Muras Meisters Copies
VM Natural
VM Toolbox
Noise Filters

Open a 700x300 new image.
Duplicate the layer & fill with a color of choice from your tube.
Open up your tube of choice.

Copy & paste your tube as a new layer onto the image.
I did resize my tube by 93% on the new image - but that is 
up to you. I also positioned the tube so the right side is up
to the edge of the image.

Duplicate the tube once. On the copy layer, rename it as 
Main Tube. Hide this layer for now.
 On the original tube layer, rename as EffectsT.
This will help us keep layers straight as we do the tutorial.

On the EffectsT layer, apply the plugin Muras Meisters Copies-
Wallpaper rotate with default settings. Duplicate this layer once.
Rename as E2. On the E2 layer, go to Adjust menu - Blur -
Motion Blur - 45 & Strength 100. Hide the layer for now.

Make sure you have the EffectsT layer selected in your Layers palette.
Apply the plugin VM Natural -Lightburst with default settings.
Next, apply the plugin VM Toolbox - Blast with default settings.

Move the E2 layer underneath the EffectsT layer in your 
layer palette & unhide it.
On the EffectsT layer, change the blend mode to Soft Light. 
Unhide the Main tube layer & add a drop shadow of choice to it. 

Duplicate the Main tube once. Move the copy underneath 
the original Main Tube layer.
On the Main tube, apply the plugin 
Noise Filters - Noisy Shift with default settings.
Change the blend mode to Soft Light. Lower the opacity to about 53.

Bring your layer filled with color to the top of your
 layer palette. You can do this 
by right clicking on the layer in the palette. 
Select or hover on Arrange & Bring to top.
Click the layer with your Magic Wand tool. 
Selections - Modify - Contract by 4.
Hit delete on your keyboard. Select none. 
Apply drop shadow of choice to your border.

Choose your font tool & select a font of choice, 
along with a color of choice for wording
in your Materials Palette. Type out a short phrase 
that fits your tag. I used " And The Wind Blew."
Convert to raster once you are happy with the wording.
I positioned my wording on the bottom right 
of the tag but placement is entirely up to you.
Be sure to add a drop shadow to it.
