tutorial is purely coincidental.
I am using a tube by Maryline Cazenave.
You can purchase this tube at
CDO.

I am also using the PTU Scrap Forever You & Me
by Chichi Designz which can also be purchased at
CDO

Here

Open a 700x700 new image.
Open up your tube and scrap
supplies.

On your main tube, resize 70%.
Copy and paste as a new layer.
Using your move tool, move down
slightly towards the bottom of
your image.

Open a fence element.
Resize 80%.
Paste as a new layer.

On your layer palette,
make sure the fence layer
is underneth your main tube
layer. Using your move tool
if needed, position the fence
so it appears behind the tube.

Oepn a flower branch element.
Image -rotate -right 90
( if the branch needs it ).
Resize 70% as well.

On your main tag image, make
sure the fence layer is highlighted
on your layer palette.

Paste the branch as a new layer.
Position so it appears to be coming
up by the fence.

Open a vine element.
Resize 70%
Paste as a new layer by the branch.
While the branch goes up - you want
the vine to go off to the side.

Open up a scarf/blanket element.
Resize 60%.

Making sure on your layer palette,
that the branch layer is selected,
paste the blanket as a new layer.
Move down slightly so it is along
the bottom of the fence layer.

Open a cloud element. Resize 80%.
Click on the bottom layer in your
layer palette. Paste the cloud
as a new layer.
Using your move tool, move it
near the top of your tag.

Paste a paper of choice on the bottom
layer of your tag. Apply the mask
Vixmask316. Merge group.
Resize the mask layer 85%.

Open a scattered petals layer.
Resize 60%.
Paste as a new layer - making sure
it is the top layer of your tag.
You want it along the bottom of
your tag.

Open a round frame. Resize 60%.
Paste as a new layer above the mask layer.
Positionwise you want it behind the fence
on your tag.

Click inside the frame with your magic
wand tool. Selections modify
expand by 5.
Paste a paper scrap of choice as a
new layer. Selections invert - press
delete button on your keyboard.
Select none.
Move the paper layer under the
frame layer.

Add a drop shadow to the frame,tube,
fence, plants layers.
2,2,50,5 black.

Merge layers visible.
Crop to desired size.
Add artist copyright information
& name for the tag.
Save as png.
